Where do you become friends with Deoxys in Pokepark?

First beat the game.

Then, beat Rayquaza's attraction with all the Pokemon (Pikachu is optional).

A notice will show up and say "Deoxys is now available to play as."

This notice means you friended him.

Well, to befriend Celebi you have to put in her Password, Here are the passwords.

-Japanese Password:80373821

-American Password:99930475

-Europe Password:57429445

then Celebi will appear at the entrance to go to the pokepark( where you ended up when you fell out the sky), then you play chase wtih her and to play with her on Tangrowth's Swing Alongattraction beat all the Bonuses with the other players.

Well, you won't actually be able to see him in the pokepark, but can play as him in Rayquaza's event. Simply clear the bonuses for every character. Then you can be him in Rayquaza's event and he will be your best friend. I am pretty sure he is he last Pokemon in your friend list.

You don't. You can play Rayquaza's attraction with him though. You have to get all the bonuses in Rayquaza's attracton to play as Deoxys.
