You can find a woman in a house in cerulean city who will give hers away for free. However, I think your pikachu has to be at a certain happiness level. You can up your pikachu's happiness multiple times by exploiting a glitch- repeatedly use a potion on your pikachu when it's on full health. The higher quality medecine the better.
There are also NPCs who give away charmander and squirtle depending on your pikachu's happiness.
