In Fallout 3, Dickerson Tabernacle is located in the southwestern part of the Capital Wasteland, specifically in the area known as the "Ruins of Washington, D.C." It's situated near the National Mall, southeast of the Museum of History. The tabernacle is a small, ruined church that can be found by exploring the surrounding area. It is primarily a location for loot and encounters with hostile enemies.
it is carried by a man called the drifter who is found in the Dickerson Tabernacle Chapel, west north west of paradise falls.
It is right next to the Broadcast Tower KB5 and near the Dickerson Tabernacle Chapel. If you head NW from paradise falls you will come to it. It is also SE of Raven Rock. It is also in the same vicinity of Mount Mabel Campground (Deathclaw Sanc is North of it.)
You can go to Dickerson Tabneracle Chapel and there will be a guy with a Sniper Rifle. His name is Drifter. Kill him. (You will not lose any karma for this, he will already be hostile.) On him there will be a map to Oasis.
There are no Mounts in the unmodified version of Fallout 3.
There is no more a master key in Fallout 3.
