its easy forst need to defeat the gym in violet city then you need hm flash go to , dark cave use flash go to 2nd floor and when your in 2nd floor go north youll see a cave go there youre in navel rock just go down and down and down until you reach lugia cyndaquil and chikorita also appears and theyre so strong oh and you can only get lugia if you had met suicune and ho-oh in Pokemon crystal now be carefull! don't faint any Pokemon use alakazam until it learns physic keep using that to faint him or capture him you need 88 ultra balls

It is possible to get lugia in Pokemon crystal, but to get it you must have the HM's surf, whirrlepool and possibly waterfall. Also you must have the silver wing to be able to see Lugia. Lugia is located in whirrle islands, enter through the top right enterance. Lugia will be lvl 60 so to capture him get a higher level Pokemon that knows sleeping powder or hypnosis and also a Pokemon of equall or less strength. First weaken Lugia and then take out your other Pokemon and put Lugia to sleep Once asleep use lots of ultra balls until you finally capture him. Either that or you can use a master ball.

after you beat the elite four you gain acess to kanto, while in kanto go to pewter town and talk to the guy outside of the Pokemon center he will give you a silver wing.

with that silver wing you need to go to whirl islands (right below olvine city) and go to the island on the top right, inside you shall find lugia.

Before you can get Lugia you need the Silver Wing(beat team rocket in the radio tower and the man will give it to you) then you need the Tidal Bell(beat the 8th gym and get the masterball,go to ecruteak city and fight the 5 Kimono girls).Then go to Cianwood city and surf and use whirlpool to cross the whirlpools to get to the islands.
