To find the Wind Vane go need to go to a secluded section of the Windtrace Dunes from Shimmering Horizons. Inspect the Dynast-Cactoids to find the wind globe. Go back to speak with the men and they give you the Wind Vane. Remember that this is in the Windtrace Dunes, as I think there is another area that has Dynast Cactoids as well.
