The "Restore Intelligence Spell" is sold by Ohtesse who works in Cheydinhal's Great Chapel of Arkay. She sells the "Apprentice" level of this spell. I do believe that this is the only place you can purchase this spell. Cheydinhal is a city in eastern Cyrodiil.
If a stat has become 'damaged' by the effects of a spell, then you need to find a Restore potion for that stat. Or you can visit a church and pray at the main altar, if your fame is greater than your infamy, you will be healed.
To get rid of damage fatigue in "The Elder Scrolls IV: Oblivion," you can use a Restorative spell or potion specifically designed to restore fatigue. Additionally, sleeping in a bed will also restore your fatigue to full. If you are at a low level, consider avoiding strenuous activities or resting until your fatigue is replenished.
You will always have a spell in use on Oblivion. If you don't want to use that spell, then simply select a different one. :)

There isn't one. There is only weakness to fire, frost, shock, magic, and normal weapons spells in oblivion. There is a weakness to disease spell in Morrowind, i think.
it absorbs the spell so that you get a portion of magicka in which the spell is so if the spell they used needs 90 magicka and your spell absorption is 15% then you get 15% of their spell :)
