Where do you get strength in Emerald?

You find HM 4 Strength if you have HM 6 Rock Smash.
Step 1: Go to Mauvile City.
Step 2: Go in the bottom right house.
Step 3: Talk to the man to obtain HM 6 Rock Smash.
Step 4: Go to Rustboro City.
Step 5:Go to Rusturf Tunnel (The tunnel where you find Whismur's).
Step 6: Use HM 6 Rock Smash to break 1 rock.
Step 7: Obtained HM 4 Strength. Presto!

You get it from the Safari Warden who is in his house on the east side of Fushia city. For him to give it to you, you must find his "Gold teeth/tooth" (dont remember witch) witch you can find in the Safari zone not far from the house where you get Surf.

Go to olivine city, then stand in front of the Pokemon centre which i right next to the sea, then head left(west). one of the buildings on the left of the Pokemon centre has a man inside at a table. speak to him and he'll call ur Pokemon lightweights and weaklings then he'll give u strength!!!

In Pokemon Emerald, You can catch Lv. 36-45 in Victory Road. The only other options are to catch Raquaza the Sky Temple. In the Sky Temple, the wild Pokemon are Claydol, Golbat, Sabeleye, and Banette(Lvs. of Pokemon vary). Raquaza is Lv. 70.

Your other options are either catch Groudon at Lv. 70 or Kyogre at Lv. 70.

You can get HM04 Strength once you destroy one of the rocks in the Rusturf Tunnel. The guy will give it to you as a thank you.
