You can't get another TM dig. It's very important in the game, so DON'T get rid of it!

You must have sent your Pokemon into the daycare and got it back with the move removed, I was the victim as well... :-(

There isn't a 2nd TM Dig, however, you can have a Trapinch learn the move by lvl 41. It will evolve at lvl 35, disable it's evolution by giving it an Everstone (get it in the cave at Dewford) to hold or pressing the B button when it tries to evolve, it won't learn Dig if it evolves into a vibrava. If you had accidentally evolved it, you have to start all over again.

Trapinch can be caught at about lvl 20 at the desert near Mauville, Good luck catching it! ;-)

One way for it to level up fast is: if you have beaten the elite four give trapinch the item experience share then beat the elite four with stronger Pokemon. :) I had the same problem so that's what I did!
