When you have the Battlehammer, return to celestial archives. Go to data shrine two and open one of the battlehammer doors. You will be greeted by two two guardians. Finish them off and then go up to one of the morph ball tunnels on the side of the room. Open the morph ball door in front of you and you should see the volt driver resting inside.

first, use the missles and/or Volt Driver if you have it. second, you should hide behind walls and come out every few seconds to attack. That is how I defeated it.
On your second visit to the Celestial archives so that's after yougo to all the planets once, you'll find a green door when looking for Data Shrine 2. Find the green door and shoot it with your Battlehammer. Inside there is a a tunnel similar to where you found your second artifact on your first visit to the Celestial Archives. Just go into Morphball form and the Volt Driver is yours!

In multiplayer you can usually find it laying around, although it is not in all arenas sylux can pick it up with an affinity orb. TIP: This weapon does increasing damage the longer you can have it on one target without the stream breaking, if you get it for 10 seconds it is a near guarantied KO in multiplayer.

It depends on your preference. If you are looking for speed than Volt Prime or Excalibur with lots of speed mods such as Rush and Sprint Boost is good. If you are going defensive than Mesa, Frost Prime and Vauban are all great due to their defensive powers. If you are going offensive then Rhino Prime or Nova are good.
