you dont get a shovel in minish cap you get the mole mits which let you dig also in the wind ruins.

There is no shovel but there is a song called "the song of discovery" that can bring buried treasure to the surface

Two frames from bottom and three to the left from right end of the map there's hidden dungeon under one of bushes (one above water). Inside you need to go two frames to the left. You will need boomerang first though.
