There is no obvious way to costumize the appearance of Binary Bard. He appears only is action scenes where you cannot use the Costumizer.
As of August 2014, it is not possible for a person to get the Binary Bard cyborg face. This was a glitch in the game that no longer exists.
The "Binary Bard" half-robot face is not currently in the Poptropica Store, but some users copied it when the "real" Binary Bard frequented the multiplayer rooms prior to the release of Astro Knights Island.
