In the game Perfect World, blacksmiths can be found in almost any city, and some cities have 2. every major city has at least one blacksmith, but some of the smallest like Wellspring for example does not have a blacksmith

Visit Lim, and click Craft Your Own weapons, the Orb there will tell you visit Yulgar in Battleon with a clickable button. That will take you to the Blacksmith.
