In a dead end somewhere there you will find cygnus ex. after defeating him you will get cygnus wing or cygnus wing ex depending on how fast you beat him. now pulse out and go back. explore the lab and cygnus wing sp will appear randomly. defeat him in less than 30 seconds to obtain cygnus wing sp card.
another way to get the cygnus wing sp card is to send in a cipher. Send a mail to yourself and title it "Cipher". Write for the body of the mail:

I think that's how it goes, exit the Mail screen and then the Menu screen and you will hear a ringing. dragon, Leo or pegasus will talk to you and give you the card.
