You can catch Groudon only once you have defeated the elite Four. Once you do that, go to the weather istitute (in between Watson's and Winona's towns) and talk to the head scientist. He will tell you where there is either a drought or a large rain storm. Where he tells where one of the things are is where one of the two legendary Pokemon are (Kyoger if it is rain, Groudon if it is a drought). You have to catch the first one to get the second one.
