The Flash HM is on Route 2. Once you've reached Vermillion City, navigate Diglett's Cave, and you'll end up directly south of Pewter City. There is a house nearby, and you will find one of Professor Oak's aides inside. Talk to him, and he will give you HM05...assuming that you've caught at least ten Pokémon.
On a side note, you'll need a Pokémon with Cut if you want to get from there to Pewter City.
