You can catch one in the Castelia City empty lot which you can get to from the Castelia Sewers once you know surf. Then after the hall of fame go to the third floor of the building on the same street as the Castelia City Gym, then talk to Amanita and she will give you a Lv. 10 Eevee with the Hidden Ability Anticipation.

In Castelia City you have to go through the sewers it is the first steps up you will come to a little park with a large tree under the tree is a and patch of light and dark grass in the shape of a "Pokeball". Eevee is in that patch of grass it is like a 5% show rate. I saw one caught it and pressed off cause it is where start used to be darnit.
