In the original Pokemon Gold, you cannot access the Safari Zone.
After you beat the Elite Four you are able to travel from the Johto region into the Kanto region from Red and Blue (and Green in Japan I think). You can find the Safari Zone in Fuschia Town (the town at the south end of the cycling road) I believe, but you can't go inside, you can only see the outside.
I heard that the reason for this is that the game would be too large for the cartridge if the Safari Zone was added so Nintendo/Game Freak had to give it "the cut".
I'm not sure if this is the same for Heart Gold as I haven't played it before.
