Cobalt can be found commonly in the two starting Northrend zones of Borean Tundra and Howling Fjord. Either zone has tons of nodes to gather and they respawn rather quickly (if you are using a route, they usually respawn by the time you come back around). You can also try Grizzly Hills.

Well, there are many places to mine it, but its a green, so its kind of hard to find. When I was mining, i found most of it in the Arathi Highlands, but it could very easily be in Wetlands. If you can't find it there, then you might have to get it at the auction house.
