there isn't one.. that is some BS but that is something you should report the the sims company>>
You can edit your town by going into the options menu (where you save your game etc) and clicking Edit Town. There is also software that is available on the Official Sims 3 website which enables you to create a town from scratch.
At the bottom left corner is a menu button. if you press on it a menu appears and you can do things like save and edit town.
on the bottom of the screen there is a button with three dots on it. You press it and go to edit town. Whoever wrote that up there forgot to tell you u must be in map view to do this!
you click on the town button. then look around and roll over spots. i think if you type : edit in cas in the cheat bar it lets you change clothes... No you go to you closet and click on plan clothes or somthing like that and it lets you change clothes! last part by ur.wrong.im.right!
Go to options then edit town (must be in build/buy mode) and then the little housey-icon in the corner of the control panel and then click the house.
You go to "..." and click "edit town." Once you are in the town, click on the house you want to evict Sims from, and scroll over the three options. One of them is "evict Sims." choose the Sims you want to evict, and voila!
You click onto edit town, click on your house and then there is a button that says split household

You have to enter a game and then hit the ... button and then hit "edit town". Good luck!
I don't think you can
If it is a sim that you created, there is a Family Bin when you edit town that your sim (and the whole family they were part of) will be preserved in it's original state. It can be placed into the town and merged into the family you had it in, but it will be like a brand new sim. If it was not a created sim, but a game-generated sim, there is no way to recover it.
You open the menu button and click on 'Edit Town'. From there you click on 'Create a Sim' and you're good to go!
