You need someone who is an adept builder and an adept researcher (and not nursing) to complete this milestone. Simply plop this person onto the rock and they will carry it up the steps and to the hole. I only know of the pink one on top of the cliff to get it you need 1 lotus 1 rose and 1 cactus then get a villager to do alchemy and make a potion then drink it. After that the villager will feel light and springy. Then take the villager to the rose bush right above the keystone and the villager will try to reach for the keystone. Soon it will grab the stone then take it to the door at the top of the hill where the first chief goes A LOT.

The key stone is where the waterfall used to be, but to get it you have to have someone who is a scientist and an adept or master builder. Then drag the villager on the stone and then they will carry it to the hole.
