Once you have unlocked security level 4, go to sector 6 and find the red door not far from the entrance. You will need to use a power bomb to break through a wall blocking your way to the door first though. once you do advance until you get to the long room with water all over the floor. Go left and continue advancing until you find a room with a shutter that has a button on the wrong side. You'll need the wave beam to unlock this. simply go back to the watery room to fight the boss that guards the wave beam and go back to the shutter room and shoot the button with the wave beam to access the restricted area.
