Where spirits have lease glitch?

I'm still asking, but it didn't let me tell a very important part when asking it.

I was getting the Anvil Manor in Oblivion IV, but a glitch (I was saving the quest for later, I know I got it from a dwar somewhere, though forgot where) gave me the scrap from his diary and skeletal hand, but didn't count it as a quest update. So now I'm stuck in the jornal entry "The house is haunted (etc.) I'd better investigate"

with his diary scrap and skeletal hand, where Velwyn in Elven gardens keeps saying

"you bought it, nothing else to say". Any help?
