Well, Kairi doesn't actually have a Heartess...but Namine is her "Nobody". According to the game a "Heartless" is made when a person yields to darkness and the vessel that has been left with no heart becomes a "Nobody". If you can remember at KH1, Sora gave up his heart for Kairi turning him into a heartless. Since Kairi lost her heart and didn't become a Heartless, she only has a Nobody which is Namine.(my theory for Namine's ability to control the memories of Sora's heart was because of Kairi having Sora's heart and vice versa, their hearts are directly linked.

Why dont you beat the organization 13 in kingdom hearts 1?
Because Organization XIII is made up of Nobodies. When a heartless takes control over a person with a strong heart (Sora) a very strong heartless is created. But a Heartless is a person with no will, so it attacks everything with a heart. What's leftover from the Heartless is an empty shell. That turn into a nobody (dusk). Organization XIII are a bunch of powerfull nobodies who have created bodies. They don't have hearts, but they seem to. What I'm saying is that Sora, Kairi, and all those others didn't get turned into heartless untill the end of KH1, so there was no nobody to play as that would be "important" like Roxas, untill the start of KH2!
