It's not a scrapper it's the Scrapper. The man at the gear shop has a Lanayru Desert robot, he calls Scrapper. To restore Scrapper, you must let "Gear Shop Guy" (I call him that because I can't remember his name at the time) have one of your Ancient Flowers and he will be restored and reactivated.
