The only ridable dragon appears at the end of the main quest mission 'The Fallen', and it is not any kind of steed, it simply does a cutscene to take you to a different area.
You can play as a dragon Burning Skies - Flyable Dragon Races 3 mod by ElSte17 and UbuntuFreakDragon on the Skyrim Nexus. If you just want to fly, you can ride dragons in the Dragonborn DLC.

You do not get a chance to free-ride a dragon around the game world, in similar fashion to a steed. You do however ride a dragon close to the end of the main quest, as a cutscene taking you to an endgame area.
There is no redeem-a-code for a dragon ride/pet. You need to purchase the ride from the SC marketplace.

In WoW you can ride a dragon... at dragonsofthelands.webs.com you can rp as a dragon.
There is a mod for skyrim which allows you to give your horse armour (it makes your horse practically invincible btw), but without the mod installed, horses can't wear armour.
