Well, after you've finished giving tea to every in town and completing their puzzles, Chelmey will give you the photo bits. The wind then makes them go flying away and you'll have to find them all. Curse you wind! When you find the last one you'll have to reassemble them in the right order. When your finished it should look like an ominous goat. When you're finished the nasty wind will blow the middle piece away, leaving it to look like a frog. Take the photo back to Chelmey (there'll be an argument) and you'll then find out that the thief was Flora! But isn't really Flora. It was that strange thingymabob that took the real Flora in Dropstone. After a couple of things you'll have to go to Herzen Castle. The mine is to your left.
