Pure dragon type Pokemon have only to weaknesses, ice and other dragons. A lot dragons are also ground or flying like Garchomp, Dragonite, Salamence, Rayquaza and Flygon. Therefore ice attacks works 4 times better on them since it is super effective against both of their types. Normally ice works best against dragons, but it is some exceptions. Kingdra and Palkia are dragons who also is water Pokemon, so their only weakness is dragon attacks, and Dialga don't have any of the normal dragon weakness, because he also is a steel Pokemon his only weaknesses is fighting and ground.
