No, ODST's (Orbital Drop Shock Troopers) are elite human soldiers. They are effectively the UNSC's Commando units and are used often in high secrecy or high priority missions, dropping from orbit behind enemy lines, allowing easy infiltration into enemy operations, thus giving them an element of surprise.
