No, ODST's (Orbital Drop Shock Troopers) are elite human soldiers. They are effectively the UNSC's Commando units and are used often in high secrecy or high priority missions, dropping from orbit behind enemy lines, allowing easy infiltration into enemy operations, thus giving them an element of surprise. Because of the danger of these missions, only the best soldiers in the UNSC can become ODSTs. They sport unpowered armour (that is to say, it gives them no extra strength). Spartans, however, are genetically altered superhumans which use powered armour, giving them much more added strength- along with energy shields and compatability with AIs. Spartans are highly experimental, and often go for a Brute Strength/Stealth approach to battles, deployed for very specific missions involving In-And-Out strategies - completing their mission with utmost speed and minimum casualties and complication.
