Well, they are both the same besides pokemon in the region and color of your game pak. One really isnt better then the other since you can get any of the pokemon via trading. Emerald.You get Groudon,Latias in Ruby and Kyogre,Latios in sapphire.Emerald, however, is better then both because it is the two games combined. So i recommend getting emerald if possible.
