Well, this is a very debatable and subjective topic. Since Frodo is the ring bearer and seems to be unaffected the most by the will of the ring (maybe other than Sam), one could say that he is the most important person in the quest to destroy the ring. However, Frodo doesnt have the the ability to complete the task himself and requires the aid of others on a regular basis. This being said, the "best guy" in Lord of the Rings would probably be the one who kills the most and helps Frodo the most. So to determine the "best guy" in Lord of the Rings, we have to evaluate what each character does in the story. Here are some conclusions one could draw about the best characters:
Glorfindel: Although he is left out of the movies (replaced by Arwen), he saves Frodo from a certain death when he is struck by the Morgul blade on Weathertop.
Aragorn: Saves Frodo indirectly and directly a few times from when Frodo reaches the Prancing Pony to the destruction of the ring. Also, he kills a lot of people.
Legolas: He kills a lot of people as well and is an asset to the Fellowship of the Ring. Without him, the company could be dead.
Gandalf: Brings Frodo the news that he must leave the Shire. If he had not, he would have been killed before he even left his house because the ring-wraiths were given "shire" and "Baggins" from Gollum when he was tortured. Additionally, he sacrifices himself for the benefit of the Fellowship at Bridge of Khazad-dûm, saves almost all of surviving Rohan and a few members of the Fellowship at Helms Deep, and saves Merry and Pippin from being killed by the ents. If that's not enough, he does a lot of killing.
