Assuming a (heroic) dungeon, anyone is able to roll on gear they can use. This means that a Shaman can roll Need on Mail, Leather and Cloth items. However, they cannot roll Need on Plate items - and all items in WoW that have Strength and Parry are Plate.
They can still roll Greed on such items normally.
These restrictions do not apply to pre-Wrath dungeons as far as I know, meaning that (certainly below level 60 dungeons and possibly in 60-70 dungeons) you can roll Need on anything.

Well maybe you went to a place which your gear's type is not allowed. For example, You went to a game which only allows the "Navigation Enhancer". If your gear is a weapon You will not able to use it at that place. If your gear is a Rocket Launcher or a Fuse Bomb, go to a game where it allows "Ranged Weapon", "Melee Weapon" and "Explosives".
