Why can't i grant levels in World of Warcraft?

First of all, you have to Recruit-a-Friend. This requires one paid account, and you must invite someone without an account. They must then install the game and download it and they will receive a 10 day trial pass. As long as both accounts exist, characters made friends between the accounts have special bonuses such as teleporting to one another, bonus xp, mounts, prizes, and more. One of these bonuses is level granting. To grant a level, you must be within range of the person you grant a level to. Also, only the person that was recruited can grant levels. When using the Recruit-a-Friend option (RAF) you are able to grant a level to a character of the linked account. This character must be lower level than you, and below level 60 in any case.
