The old Hardened Edition of Black Ops could play the World at War Maps in Multiplayer with only other people who had the maps, but the could play other maps with the people who had the standard edition. If someone has a DLC that includes maps that you do not have you can not play any of those maps with them, but they can play multiplayer with you on any map or level that you both have

Technically, yes. But if you have a friend who bought it, you can have them login to your PS3 and then download the game maps. Then you can login with your account and play.

Unless you have a PC version of the Black Ops game you need to buy them from Playstation Store or from Xbox and you need the Black Ops game to play the 4 Black Ops DLCs that are not just Zombie maps.
