Why does Skyrim gameplay run fine but the load screens and searching take forever PC?
This is a common preloading bug that even I suffer from time to time, especially once well into the game... even though I have a high-end system that plays the game at ultimate settings. The way I've found to quick fix this issue is to ALT + TAB to the desktop and return. This doesn't happen all the time, but it generally fixes the pause. Also, the great tree with the pink flowers loading screen is known to hang the system because of the model complexity.
There is a mod, but I'm unsure of the name that disables most of the 3D model loading screens. You may also be able to use the construction kit and change the loading screen scripts to be completely devoid of the smoke effect, the 3D model and the game tips. This may take some learning, but it would increase load times greatly.
