In Pokémon battles, Fairy-type moves are effective against Dragon-type Pokémon because of the inherent strengths and weaknesses defined by the game's mechanics. Fairy-types were introduced to provide a counter to the powerful Dragon-types, making the game more balanced. Additionally, Fairy-type moves deal double damage to Dragon-types, allowing Fairy Pokémon to have a strategic advantage in battles against them. This dynamic adds depth to team composition and strategy in Pokémon gameplay.

For the generation this question is in: Dragon (Best from a Non-Dragon such as Gyarados or Charizard unless you have a very fast Dragon) or Ice (The majority of Dragons you encounter may be part flying making this 4x weakness). The latter you must be careful with as quite often those Dragons will pack Fire Moves. Starting as of Pokémon X and Pokémon Y, Fairy-type Pokémon can also beat Dragon-type Pokémon.
