You need to hit the pitch button twice. If you hold the button down, you may notice the cursor expand. Release at any point, and hit the same button again as the cursor contracts. The more compact the cursor, the more accurate your pitch.

No pitcher in baseball history has ever thrown the minimum of 27 pitches in a 9 inning game.
The NCAA has no rules governing how many pitches a pitcher can throw in a game and how often he can pitch.
