The Wii will never be at the level of the PS3 or 360, it is just an inferior machine lacking graphics and overall power. The Wii is a very slight upgrade to the Gamecube and their online network isn't exactly a powerhouse.
I would have to say network bandwidth and system power are the reasons the kill cam was not included.
