Why is call of duty black ops age 18 and up despite world at war is only being age 15 and up?

black ops is apparently an 18 because of the gore and torture.supposedly WaW is less gory but think twice...you can blow arms,legs and heads off!the only torture in black ops is in the missions and you can turn the gore off anyway.... so black ops shouldn't be an 18
