There's a bug that sometimes stops the Blood on the Ice quest from triggering properly. This is the only way you can get Hjerim in Windhelm, if you support the Legion during the civil war plotline.
What happens is, after entering and leaving the city a few times, a murder scene is supposed to happen. If this scene tries to play during the last civil war battle, then Blood on the Ice is now bugged and can't continue. You'll have to wait for a patch, not just one that stops it happening to new players, but one that fixes it if it has happened already.
