Why waluigi is not in sm64ds?

I found out that Waluigi IS in sm64ds and I know how. First you need to get every star (150). Then you have one chance to beat koopa the quick in under 30 seconds if you fail you have to erase that file deal with it. It's Waluigi the rare character. I'd prefer you to use the moon jump cheat. Next step, I don't know where his switch is find out yourself but thats this step. After you somehow find waluigis switch (I also don't know this if this is real or fake but bare with me). Go to the mirror room you know that secret room with the star go back in you will see a portal to a rabbit king (once again I don't know if this is real or fake) beat him to get waluigis key. Anyway that is possibly how you get waluigi in sm64ds. Any other questions about any mario games plz ask.

Waluigi was not in SM64DS because the title and character was own by CAMELOT, in which Nintendo and CAMELOT could not come to an agreement. His debut was in Mario Tennis on the Nintendo 64 in 2000.

but most people don't think he is because it is SOOOOOO hard.

Yes, as an Assist Trophy like in Super Smash Bros. Brawl, and not as a playable character (Sakurai even lampshaded this fact in one of his daily pictures showing Waluigi in the game).
