This really depends on what you are wanting to do with your mage. Frost mage's seem to be better at PvP right now due to all the slows and the extra frost nova from the frost mage's water elemental. Arcane mages can do some crazy DPS in raids if they are played right. Of course, this all depends on if you know how to play each spec right. It is advisable to go to either the official forums or one of the many fansites on the internet to get the best spell rotation, stat priority, and class knowledge from the "elite" WoW players.

To get a Water Elemental as a pet for a Mage, you require two things: First, you need to buy the talent "Summon Water Elemental" which requires you to have already spent 40 points in the Frost talent tree. This means you can get it at level 50. Second, you need to buy and slot the Glyph of Water Elemental, which turns your pet from a temporary summons into a permanent controllable pet, at the cost of removing its target-able Frost Nova.
the "chill effect" is a slow, usually that you get from being hit by frostbolt, from a mage, ect

As a Mage you can teleport to major cities. You should have the spell to teleport to Stormwind or Undercity (I'm not sure about UC as I play Alliance.) and there is a trainer there. Or are you asking where to level your Mage? If so, Horde or Alliance? PVP or PVE Server?
