If it's a puppy, chances are it has a worm infestation of some type and as they crawl around the anus, they itch,so, they gotta scratch.
If it's an older dog, it might also need to have its anal glands cleaned out. It's not hard to do but after you get a whiff of the fluid that comes out, you'll find out it's better to have the vet do it. Usually, they don't charge that much to do it, either.
If a cat is doing this it means that your cat has an infestation of worms of which are leaving the body through his/her bottom. If your cat is a hunter, worms commonly enter the body through infested worms, mice, voles, etc. By dragging their bottom across carpeted floor, it is their way of relieving the irritation. One of my cats is very susceptible to worms- find a good worm treatment from your local store, pet shop or vets!
