There are a number of reasons why this can happen. One of the most common is that the icon you have on your desktop no longer links to the latest version of the launcher. Go to the folder in which World of Warcraft has been installed, and right-click the wow.exe icon. Choose send to -> Desktop (shortcut) to create a new one.
If this does not work, and you are on Windows Vista, you can try to run it as Administrator. Right-click the icon you use to start WoW, and choose "run as administrator".
