You need to beat the fishing record at the Lake Hylia fishing game as a child (I'm not sure how big thought, I believe 10+ lbs.), then again as an adult after the Water Temple (as the water will fill the lake once more) and this time score a 15+ lb fish.

go to zoras domain as a kid(obviously because you cant get farther without the silver scale) and go to the top of the waterfall pay the zora twenty rupees. he then throws rupees(i dont know how many) into the water below. dive in and grab all the rupees within the time limit. he will say come back up, i have something for you. go up and he will give the silver scale

Go to Zora's Domain and follow the trail from the entrance leading you to the king Zora. Looking straight at him make a left towards a hallway. At the end of this hallway a Zora's will ask if you want to play a diving game. Play and beat the game and he will reward you with the silver scale.

As an adult, go to the Lake Hylia fishing pond. Pay to fish, and catch a fish that's 13 pounds or bigger. After asking the man who runs the fishing pond about the fish, he'll give you the Golden Scale.
