USB Port can be disabled from BIOS or Device Manager.If it is disabled from BIOS then go to the BIOS by pressing DEL at the startup (Most Common, However it can change as per the desktop/Laptop) and then go the Integrated Peripherals.There you will find the USB port. Enter on it and then you can enable or disable from there.If it is disabled from device manager, go to the device manager (right click on My Computer -> Properties -> Hardware -> Device Manager) and there you will find USB port. If it is disable, Red Mark on it will be there. Just right click on it and then click on Enable.
