Though i find the word art greatly overused in today's society, i believe communication is an art because it is creative, in the sense that there is no right and wrong in communication, you form and structure sentences to mean different things, and if one is savvy at communication, one uses different forms of diction, figures of speech and tone to imply different meanings and address different people.
Because the majority needs to know how to read, write and spell before they can communicate, and it seems to be a lost art.
The Churmash had a well developed spoken language they used to communicate. Also they had music and rock art which can be considered as methods of communication
