YES IN MOST PLACES IT CAN BE .THE WATER TABLE IS THE KEY.IF THE POOL IS ON THE SIDE OF A MOUNTAIN NOT MUCH CHANCE OF TROUBLE,BUT IF THE SAME POOL IS BESIDE A LAKE ---DIFFERRENT STORY.HERE IS WHAT YOU MUST DO!!!!!!WHEN YOU PUMP OUT THE POOL AS IT IS DRAINING GET IN AND REMOVE THE MAIN DRAIN COVER ON THE BOTTOM OF THE POOL.THERE YOU WILL FIND AN OPEN HOLE(MAIN DRAIN LINE GOING TO YOUR PUMP)AND YOU WILL FIND A CAPPED HOLE. REMOVE THIS CAP (PLUG)THIS ALLOWS WATER UNDER THE POOL TO COME UP INTO THE POOL,IF YOU HAVE HIGH GROUND WATER.IF YOU LIVE IN A COASTAL AREA YOUR POOL WAS PROBABLY BUILT WITH A DEADMAN LINE .IF SO THERE WILL BE A PIPE COMING UP OUT OF THE GROUND SOME WHERE AROUND THE EDGE OF YOUR POOL DECK .THIS LINE IS THERE TO HOOK A PUMP TO AND PUMP THE WATER OUT FROM UNDER THE POOL.
