Probably not. I suppose if the chlorine content were high enough, it might burn it some. I'm not a gardener, or landscaper, nor do I have a "green thumb," but I do know that chlorine (Cl) is used as a disinfectant, used in pools, in bleach, and in pesticides. So I imagine that it may not kill off your grass, but it's probably not the best stuff to be pouring on it! Oh, yeah, I forgot...Chlorine is also used in the manufacturing of Hydrochloric acid. I'm betting the water did more good than harm -- unless your property has poor drainage and the lawn become a swamp. The concentration of chlorine in the water probably wasn't high enough to cause any real damage. People usually keep it at one to three ppm for swimming. Higher after shocking. But even at shock levels, I would be surprised if it killed your lawn. And if your neighbor's draining the pool partially before winterizing it, he may have drained it before shocking it. Nevertheless, I don't think your neighbor's being very considerate by letting his pool drain on your property. It could be at the very least an inconvenience for a while and perhaps worse than that. But wait and see. If your grass croaks, you'll know who to blame.
