No. Usually a lap pool will not have diving blocks on both side because one side is shallower than the other. Because of Pool Restrictions most Swim centers don't allow people to dive from the shallower side.
Also, some lap pools don't even allow diving unless supervised by a swim center staff even if they do have diving blocks.
But in 50m pools with deep water on both side diving is allowed, it really just depends on how deep the water is to able swimmers to dive.
