They did in fact use windmills to pump water from wells, but very little watering of crops occurred from this use. The water produced was usually only sufficient for the farm family's needs plus those of the livestock they raised. Irrigation (watering) of crops usually requires much larger volumes of water than the typical windmill of the 19th century was able to produce.
Holland is most famous for their windmills, although I'm not sure whether they were used to pump water or not.
